Our Mission
Advocating for an Overlooked Group - Missing Persons of Color
We exist to draw attention and to find all missing persons, whose cases, for various reasons, did not receive law enforcement and media attention nationwide. Sadly, these reasons may include their minority status, are under privileged, or not famous. It is long overdue to end this sad state of affairs. At Find All the Missing, we are committed to giving voice and agency to the families and friends of the marginalized and the overlooked missing persons of color find answers and closure.

U.S. Data on Missing Persons
As of January 2025
Ever wondered about the missing person cases in the U.S.? According to the National Missing and Unidentified Persons System (NamUS), a national centralized repository and resource center for missing, unidentified, and unclaimed person cases across the United States, at any given time as many as 100,000 persons may be reported missing in the United States with as many as 600,000 reported annually. The 3D pie chart to the right breaks down the data by race (white persons, and minorities), but it's important to note that these figures are just the tip of the iceberg, with many others still unaccounted for and ignored.
Most current data show that 40 percent of missing persons are minorities, while 57 percent are white (including Hispanic, because 53 percent of Hispanics in the U.S. identify as white).

The reported (and yet unresolved) cases of missing persons throughout the U.S. is alarming enough. What is even more alarming is the realization that like many incidents, these cases are severely under-reported. Essentially, there are many, many more persons missing than we know about, merely the tip of an enormous iceberg of unknown and therefore unresolved cases. That needs to change!
Explore the alarming phenomenon of people of color who mysteriously disappear without a trace, and the possible societal and institutional factors that contribute to their invisibility.

The Power of Community - People Working Together to Find Answers
Partnering with Communities
Find All the Missing Inc. is proud to partner with and support the Baltimore American Indian Center. We did so during the Center's 48th Annual Pow Wow, which took place on Saturday, November 16, 2024, at the Maryland State Fairgrounds. The indoor activities in Exhibition Hall included many heritage-rich performances, networking opportunities, one-of-a-kind products from multiple vendors, and much, much more!
It takes a lot of voices, and like-minded individuals, in helping to resolve the agonizing number of cases involving missing persons of color, and of course those of indigenous peoples. This is one of many ways that we seek to collaboratively address that fact.
Congratulations to the Baltimore American Indian Center on its nearly half-century dedication to helping immerse us all and celebrate the rich culture and heritage of American Indian tribes from across the country.
We at Find All the Missing Inc. stand arm-in-arm in that celebration, as well as in the ongoing quest for equal voice and agency on behalf of all of our loved ones.

Find All the Missing has secured permission from the National Center for Missing & Exploited Children (NCMEC) to share details of that organizationโs open cases on our website. NCMEC is a private, nonprofit 501 (c)(3) corporation dedicated to helping find missing children, reduce child sexual exploitation, and prevent child victimization.
Such partnerships illustrate the kind of collaboration that takes place between the various nonprofit organizations operating in this much needed space. We all have the common goal of seeking resolution of and providing closure for families and friends of people who have gone missing and/or been the victims of crime.
This section of our website is devoted to the summary of open cases that we and partners are collaboratively working to close. As we build content in this section of our site and compile updates, we will post those updates here, and pages to follow.

The Kristoff and Sebastian Rueda Case
Wanted: Alexandria Hepburn, for which a felony warrant is on file for taking her two sons.
Hepburn's sons, Kristoff Rueda (age 10), and Sebastian Rueda (age 12), are both from Clifton Heights, Pennsylvania. The boys were last seen on October 25, 2022, and may be in the company of their mother, Alexandria Hepburn.

Find All the Missing has confirmed from local authorities that Alexandria Hepburn has left the United States, her destination the United Kingdom. Local authorities have also referred the case to the Federal Bureau of Investigations (FBI).
It is uncertain whether the United Kingdom was her final destination. The whereabouts of her two sons, Kristoff and Sebastian, are also unknown, but it can be assumed that they are with their mother.
More on Alexandria Hepburn: According to medical profession and social media-related platforms, Alexandria Hepburn is also known as Dr. Alexandria Elizabeth Rueda, M.D.
While in the U.S., she maintained an office for her podiatry practice at 1908 MacDade Boulevard, Suite A, in Folsom, Pennsylvania. Reportedly, she was or is affiliated with Trinity Health Mid-Atlantic.

The Emmanuel Edgley Case
Wanted: Christian Edgley, for which a felony warrant is on file for Custodial Interference.
Emmanuel Edgley (age 12) from Fulshear, Texas, has been missing since June 6, 2023. He was allegedly abducted by his father, Christian Edgley (age 40), on the same day. A felony warrant for Custodial Interference was issued for Christian five days later.

The Reuben Bennett Blackwell Jr. Case
Wanted: Reuben Bennett Blackwell Sr., for which a federal warrant was issued on September 22, 2000,
for Unlawful Flight to Avoid Prosecution.
Reuben Bennet Blackwell Jr., from Clinton, Maryland, has been missing since May 6, 1996. Reuben was allegedly abducted by his father, Reuben Bennett Blackwell Sr (now age 68). The child may be going by the first name Bennett. Now believed to be 32 years of age, an age-progressed photo is provided below for Blackwell Jr. A federal warrant was issued for the father on September 22, 2000.
